Should the government build more prisons to hold more drug users or would rehabilitaion centers be better?

Make the most reformed drug addicts out of jail / prison, or they do return to their previous drug abuse behavior? Where will our society needs more of our tax money on more jails and prisons to deal with drug abuse, or so we have our tax money to spend on rehabilitation and education? people go to jail or prison for drugs, certainly, but they also need to rehab while in prison or in jail.
